Shawn Winter’s professional experience covers 40 years of progressive Operational and Directorship in formatting policies within the Private Commerical Sectors, Federal Government and Military Staff Level primarily in the Energy, Maritime, Aviation, Transportation – Logistics, Environmental, Health, Safety and Security (EHSS) Sectors and Business Development. Since 2005, Mr Winter has been an Environmental, Health, Safety and Security (EHSS) Advisor for such Energy and Maritime Corporations as: Chevron, Total, Saipam – ENI, ExxonMobile, Maersk, Transocean and SeaDrill throughout Eurasia, Africa and Middle East. Conducting Assessments, Audit, Training and Accident Investigation with Foreign Government Officals & Mutliple Agencies, Maritime & Airport Facilities, Refineries, Production Compounds and Infustructure, Drilling Ships, Offshore Energy Platforms, Deepwater Semi Submersible, Jack – Up Rigs and their Support Units. Also, Mr Winter was involved in three separate hostage negotiations resulting in their release. Prior to this, he was employed four plus years (2000 – 2005) as the Anti-Terrorism & Force Protection Director with US Department of Defense – Transportation Command, Military Sealift Command – Europe & Africa located in Naples, Italy. Responsible for the overall Anti Terrorism & Force Protections of USNS, Commercial Vessels, Special Mission Support Vessels and Strategic Lift Maritime Preposition Military Assess in entire Atlantic Ocean, European, the Middle East and African Areas During a 6 months period, Mr. Winter had the responsibility for 278 Commercial Maritime Ships and Military Cargo, estimated value of vessels and cargo was $53,400,000,000. Retiring in 2000 from the US Navy with rank of Commander, Mr. Winter last duty assignment was at NATO – Joint Forces Command Strike Force, Allied Forces Southern European Command Headquarters in Naples, Italy. Which included a myriad of assignments in multi – national support operations, participation in various capacities in all major US; NATO & United Nations Missions. During his naval career he participated in major Diving, Salvage and Construction Operations: Space Shuttle Challenger, TWA 800, PSA 182 and Air Florida 90 Aircraft Accidents, Hurricane Hugo and Andrews Disasters, Kuwait, Iraq and Africa. Also, Mr. Winter was assigned to assist in the security at 10 Olympic Games (Winter & Summer). Mr.Winter is a gradute of both the University of California at Berkeley, CA (1982) and University of California at San Diego, CA (1992) in Engineering. And he holds a Master Degree in Human Resources Management from the University of Maryland at College Park (2009). Mr. Winter has been invited as a guest speaker at 11 various Maritime, Energy and Security International Conferences since 2006.
